全球环境基金小额赠款项目评价标准

　　在公布的截止日期之前收到的项目建议书，将由国家项目协调员及国家指导委员会进行评审。评审将根据下面的标准进行：

　　标准1：Number of GEF SGP focal areas to which the proposal contributes:建议书涉及的GEF SGP重点领域的数量

　　1) biodiversity 生物多样性

　　2) climate change mitigation减缓气候变化

　　3) land degradation 土地退化

　　4)international waters 国际水域

　　5) POPS 持久性有机污染物

　　评分尺度：1-one 涉及一个 2-two涉及两个 3-three涉及三个 4-four涉及四个 5-five涉及五个

　　标准2：Number of impacts from the CPS to which the proposal contributes: 建议书对国家战略报告中拟定的项目影响的贡献

　　1) Raise Public awareness on biodiversity conservation and climate change 提高公众在生物多样性保护和气候变化方面的意识

　　2) Increase the application of new technologies in the areas of renewable energy and energy efficiency增加可再生能源和能源效率方面的新技术的应用

　　3)Increase the standard of living of local people engaged in SGP projects 提高参加小额赠款项目的当地人的生活水平

　　4) Improve the cooperation/collaboration/communication among NGOs/CBOs and between NGOs/CBOs and the government departments in the area加强非政府组织、社区组织之间及其与当地政府部门之间的合作、协调和沟通

　　评分尺度：1-one 涉及一个 2-two涉及两个 3-three涉及三个 4-all涉及全部

　　标准3：Level of contribution to GEF focal areas (evaluation based on the contribution to global indicators and other criteria from CPS. 对GEF重点领域贡献的水平(评估依据全球指标和国家项目战略中拟定的指标。)

　　评分尺度：1-low 低 3-medium 中 5-high高

　　标准4：Applicant capacity for good project management 申请者管理项目的能力

　　评分尺度：1-low 低 3-medium 中 5-high高

　　标准5：Direction towards specific target groups (at risk, poor, vulnerable, women, professional, etc.)针对特别的目标群体(处于险境的人群，贫困人群，脆弱人群，女性群体，职业人群等)

　　评分尺度：0-none 无 1-low 低 3-medium 中 5-high高

　　标准6：Proposal quality (objectives， formulation, logic, completeness, innovation and adequacy of activities, project monitoring and evaluation )建议书的质量(目标，陈述，逻辑，完整性，设计活动的创新性和活动的数量，项目监督及评估的设计)

　　评分尺度：5-low 低 10-medium 中 30-high高

　　标准7：Sustainability potential of the initiative 项目的可持续性

　　评分尺度：0-none 无 1-low 低 5-medium 中 10-high高

　　标准8：Co-financing 共同出资/配套资金

　　评分尺度：0-none 无 2 -20% 6 -30% 10-50% 20 -100%

　　标准9：Quality of the participation by local people (number of participated people, stakeholders engagement, local empowerment ect.)当地人参与项目的质量

　　评分尺度：0 -none 无 1 -low 低 2 -medium 中 3 -high高

　　标准10：Quality of the established partnerships建立伙伴关系的质量

　　评分尺度：0 -none 无 1 -low 低 2 -medium 中 3 -high高

　　标准11：Budget quality (complete, related to activities, efficiency)预算的质量(完整性，与项目活动的相关性，效率)

　　评分尺度：0 -low 低 3 -medium 中 6 -high高

　　标准12：Availability of the needed knowledge and skills for project implementation执行项目所需的知识和技能的有效性

　　评分尺度：1 -low 低 2 -medium 中 4 -high高

　　在提交建议书30天内，国家项目协调员将通过电子邮件或书面形式通知申请机构下列两种评审结果：

　　(1)有资格接受小额赠款：总分在70分以上

　　(2)项目建议书不合格：总分低于50分

　　在申报截止日期之后寄出的建议书及材料不齐全的建议书都将被视为不合格的建议书。

　　收到通知(2)的申请机构没有资格再继续当年的赠款申请。收到通知(1)的申请机构，请在一周内提交项目建议书英文版。如需提交其他补充材料，请按国家协调员的通知提交。
